Respected Hon'ble Lokayukta

When I was allowed to work as the Regional Commissioner, Bangalore between 3/2/07 to 23/2/07 , for a period of three weeks, I developed systems to curb corruption. These systems were developed strictly in conformity with the Right to Information Act and Rules. It had basically two components: one based on the right of citizens to inspect files and the other is periodically giving information. The Act allows any method to be used so that information delivery is cheap and quick. To help the common man I made arrangements for public display of all files , starting from the office of the Regional Commissioner, all 7 Deputy commissioners' offices , all 54 54 Tahsildars' offices and also all Naad Kacheris in the Bangalore Region. The exhibition of files was to be done on every second and fourth Tuesdays between 2.30 pm to 5.30 pm. Here again between 2:30 pm to 3:30 pm citizens would be allowed to identify the files and they could later inspect the file one at a time between 3:30 pm to 5:30 pm. It is to be again noted that Government requires allows visitors between 3 to 5 pm every day.I had kep the serious observation made on corruption by His Excellency the Governor of Karnataka in his Republic Day address.

As broad band internet is now available in most of the places, I had also planned the inspection of files through live web camera during the same hours. The Regional Commissioner’s office was to show the files in this manner on 27/2/07 and all the seven deputy commissioners' offices from 13/3/07. This system would have allowed any citizen who has broad band access to see his file from his house and this would have allowed direct interaction with the officer concerned. Ihad issued circulars for effective implementation of both the systems particularly highlighting the concerns expressed by his Excellency the Governor on corruption and his views on the use of the Right to Information Act. I had also demonstrated the direct viewing of files on the internet successfully.

I personally conducted the training for the District level officers and by 24/2/07 training had been conducted in all the districts for Taluk level officers and these have been video graphed also . the launching of this program received wide publicity both at Bangalore and at at other places.. the program was to be launched on 27/2/07 but I received my first transfer order on 23/2/07 and the second transfer message within next 24 hours when I was making arrangements for the launch. I was informed that another officer had assumed additional charge even though I requested him to wait till 26/2/07, he told that he had assume charge. The effectiveness of the two systems I designed in curbing corruption is confirmed by my sudden transfer within three weeks of joining. The simplicity and effectiveness must have sent shivers in all those who are corrupt. The success of my system which does not cost any money to the Government or the public must have frightened the corrupt. The purpose of writing this letter is to request the Hon'ble Lokayukta to force Sri S.M.Jaamdar, Principal Secretary, Revenue Department to continue with the system without being bothered that he may also be transferred . I am also sending a copy of this letter to Sri jaamdar.I am ready to give any help in this regard, as it is foolish to think that only if you continue in a particular office only then you can do something useful to the public. In fact since my transfer last week, I have not been given reposting order till today, but I have improved upon the systems designed by me by creating another tool which allows anonymously record the bribe paid to any office. I am also willing to offer any service which the Hon'ble Lokayukta may desire, as I have given a post which has no work, no salary, no phone , no office and almost no staff but there is plenty of threat to life.(I had raided a private persons office just one day before my transfer from the Regional Commissioner's office, I do not how much that also contributed to my transfer)
